Longtime Plumas County developer and real estate broker Mimi Garner announces that she has teamed up with Tahoe-based broker Doug Levine to launch 4 Seasons Realty and Investment. This venture is dedicated to revitalizing the Lost Sierra region and promoting the Nakoma community, said Garner.
The partnership aims to support residential growth, tourism and workforce housing, with plans underway for senior and low-income housing in eastern Plumas County, said Garner. She said that the expanded marketing reach she and Levine offer will attract buyers from the Tahoe Basin, Reno and San Francisco Bay Area — fueling local business and economic vitality.
Garner, a 30-year Plumas County resident who was involved with the original Nakoma development, said she had been searching for a way to breathe new life into the dream she built. Levine, a 40-year real estate veteran with ties in Tahoe City, said he was seeking the spirit of “Old Tahoe” — something he found in the rugged charm of the Lost Sierra. Their partnership aims to connect the “forgotten Tahoe” with the undiscovered beauty of Plumas County.

“This collaboration represents more than a business opportunity,” says Garner. “It’s a shared vision to revive a region rich in natural beauty and potential.”

Mimi Garner developed the 427-lot Gold Mountain subdivision — now Nakoma — featuring the nationally recognized Frank Lloyd Wright–designed Nakoma Clubhouse. She points out that the project was lauded in various publications and created over 140 hospitality jobs, contributing to local economic development and tax revenue.
Garner is also active in civic leadership, currently serving on the board of the Eastern Plumas Recreation District and as a delegate for the Association of Mature American Citizens. She is also involved in faith-based outreach, helping organize events like the Healing Summit and Kids Camp through New Life Christian Center in Portola.
“Community is about more than just economics,” Garner said. “It’s about hope, resilience and helping one another.”
