Hazard mitigation plan update open for public input

Plumas County reports it is partnering with the city of Portola and seven special districts to update the 2020 Plumas County and 2019 city of Portola local hazard mitigation plans.

The 2026 LHMP public review draft is available online at https://plumascounty.us/2218/Documents. It is also available in printed copy at Plumas County Office of Emergency Services, 1446 E. Main St. in Quincy.

All jurisdictional, public and stakeholder comments on the LHMP public review draft are due by Dec. 18. There are several options for providing comments:

  • Email comments to [email protected] or [email protected].
  • Drop off written comments or send by mail to Plumas County Office of Emergency Services, Attn. Lori Pini, 1446 E. Main St., Quincy, CA 95971.
  • Bring comments to either meeting listed below.

Final public and planning committee meetings are being held to review and provide comments on the public review draft. All interested stakeholders and members of the public are invited to attend either meeting or both.

The public meeting is set for Tuesday, Dec. 9, 5:30 to 7 p.m. in the Plumas County Library meeting room at 445 Jackson St. in Quincy. Participants can also join remotely.

The Hazard Mitigation Plan Committee meeting is set for Wednesday, Dec. 10, from 9 a.m. to noon in the same location. Participants can join this meeting remotely as well.

“Floods, drought, wildfires and severe weather are just a few of the hazards of concern to Plumas County,” said organizers. “While natural hazards such as these cannot be prevented, an LHMP forms the foundation for a community’s long-term strategy to reduce disaster losses by breaking the repeated cycle of disaster damage and reconstruction.”

The goal of the LHMP project is to have a multijurisdictional LHMP approved by the Federal Emergency Management Agency that will allow the county, city and participating special districts to apply for both pre- and postdisaster mitigation grant funding.

The process began in November 2024 with the establishment of a Hazard Mitigation Planning Committee comprised of county, city and jurisdictional staff, and key agency and public stakeholders. The LHMP update is scheduled to be finalized and submitted to the California Office of Emergency Services and FEMA in January 2026.
